Sir:-

Referring to our conversation of this morning,

I respectfully submit the following as a general outline of conditione under which we would be willing to assist in the development of wireless telegraphy in Hongkong.

(1) We are, of course, prepared to furnish quotations and specifications for the outright sale of the equipment of a station guaranteed to render a stipulated service and to erect the plant either under contract or upon a cost plus percentage basis,

(2) We would join with local capital to finance the erection and operation of a station under certain conditions

or,

(3) We would, ourselves, finance the construction and

operation of a station if our investment could be secured

by an exclusive concession and suitable arrangements made

with the Goverment of the Colony.

Regarding (1). The Government may, for reasons

of its own, consider it advisable to erect a station

capable of direct communication with Europe, America, Australia eto., but might hesitate to assume responsibility for the operation of such a plant. We would be prepared to

act as Managers of the station in all its branches our

remuneration to be an agreed percentage of the gross receipts. Or, if only our technical services were required

in the maintenance of the equipment a reasonable annual fee

would be expected.
